Most people arrive at this decision having already established that they need private cover. What is left is a choice between two plans that look similar in a list and behave differently in real life.

The guide takes it in the order the decision is actually made: what you need the cover to do, how you want to use it, and what moves the price. It does not try to sell you the more expensive one, and it says plainly where the cheaper one is the better answer.
